Captain Kirk and Lieutenant Commander Spock beam down to the surface of the planet Organia to negotiate the founding of a Federation base. Meanwhile, recent hostilities between the Federation and the nearby war-like Klingon Empire have escalated alarmingly, and it is feared that the peaceful, medieval culture of the Organians will be unable to withstand an attack by the Klingons. When Kirk meets the five friendly, benign elderly men that comprise the Organian Council, they inform him that they would prefer to stay with their more primitive culture rather than become part of the Federation. It is not long before a Klingon force led by Commander Kor arrives on the planet, forcing Kirk and Spock to go undercover disguised as traders. But the Klingons become suspicious, and the two Starfleet officers are captured and imprisoned; however, to their surprise, the Organians then free Kirk and Spock with utmost ease. Meanwhile, in orbit, the Klingon ship and the Enterprise prepare to engage in battle, but then both vessels are suddenly brought to a standstill. Kirk learns that the Organians are not at all what they seem, and, displeased by the outbreak of violence on their world, have now decided to take matters into their own hands…
